Employee Benefits Manager Overview
The Human Resources and Organizational Development Department maintains a small team of professionals to support the College’s most important asset our employees. The Employee Benefits Manager position is an integral member of the HR team, having constant contact with current employees, College administrators, and new hires within the College. The Employee Benefits Manager role is fast-paced, requiring a professional and positive personality who is detailed oriented, flexible, with excellent computer skills. The Manager provides customer service and support to the College’s 400 fulltime employees, and administers benefits and leave programs for all full and part-time employees, consistent with collective bargaining agreements and employment policies. The Manager works closely with the College Payroll Department to ensure seamless and accurate disbursement of employee compensation and benefits. The Manager also works directly with vendors, service providers and third parties which provide benefit services to the College and its employees. The Manager supports College efforts in ensuring compliance with institutional policies and procedures, and federal, state, and local statutory requirements related to employment and labor relations. Primary Responsibilities
Greet visitors to the office, ascertain the purpose of each visit and satisfy each customer either by direct service provision or with the support of other team members. Process paperwork and data entry associated with new hires, terminations, status changes, tax changes, deductions, direct deposits, rate changes, retroactive and special pays, retirement system enrollment. Work with Payroll Manager to ensure proper allocation of payroll, benefit, and other expenses to proper budget codes. Manage the College’s statutory benefit programs including unemployment, workers’ compensation, COBRA, and support employee claims processes and participation. Administer FMLA in compliance with federal law and College policy, and provide guidance to employees in need of leaves/absences. Monitor and administer employee longevity, contractual pay increases in timely manner. Responsibility for annual employee benefit enrollments, and the planning and execution of annual processes for employee election and enrollment. Respond to employee inquiries and concerns related to benefits, leave, including onboarding and off-boarding/exit interviews. Engage in continuous education regarding relevant employment and benefit policies, statutory requirements, and industry best practices. Respond to requests for information and data from internal stakeholders and external parties/providers. Maintain relationships with vendors, providers, third party administrators, and consultants to the College and/or the HR Department. Responsible for the development and execution of annual open enrollment and employee benefit event. Support the planning and execution of employee recognition events. Support the planning and logistics of employee enrichment events such as Lunch & Learn. Serve as a positive and knowledgeable ambassador of HR and the College. Support records retention and filing. Other duties as assigned.
Associate’s Degree in relevant field. A minimum of three (3) years of recent relevant professional experience managing benefits administration, FMLA, and federal and state employment policy compliance for 100+ employees. Demonstrated competency in Microsoft Office: Advanced proficiency in Outlook, Excel, Word, and PowerPoint. Proficiency may be demonstrated by holding a Microsoft Office Specialist certification (earned within the last 5 years), or by completing a technical assessment through the Kinexa Prove It! System with a competency score of no less than 75. Proficiency in employee benefit enrollment/payroll systems. Flexible schedule that permits occasional weekend and/or evening hours as business needs demand. Valid driver’s license as travel to multiple campus locations may be required. Ability to pick up, carry, move materials weighing 25 pounds.
Bachelor’s Degree in a related field of expertise. SHRM certification Experience with Ellucian Colleague/Datatel enterprise management system. HR experience within a Community College or higher education institution. HR experience within a collective bargaining environment. Desired Competencies
